Displays a potion icon when a potion is actually useable. - Restores the Vanilla/TBC Behavior of Potion Not On Cooldown
1. In combat and you haven't used a potion yet and it is off cd.
2. Out of combat and potion is off cd.
It is triggered off UNIT_POWER_UPDATE:player so the icon won't appear until the first time you do something that changes your "power" amount so do something that uses your class's resource.
